Billy has a wonky eye/ lazy eye. It was more prominent when he played the role of Craig in Parks and Recreation. He has never talked about his eye and it may be an over exaggeration for the character, as his eye seems normal and symmetrical in other roles and in person.

Billy played the role of Craig Middlebrooks in the NBC sitcom Parks and Recreation. Billy made his debut as Craig as a guest star during the sixth season and was promoted to a main character in episode four of season seven, which was the show’s final season.
Craig is the former office manager of Eagleton’s parks department he and other Eagleton employees were brought in to Pawnee’s offices after the Pawnee–Eagleton city merger. He was one of the former Eagleton Parks employee not laid off after the merger, and continues to work at the Pawnee offices under the title of “Associate Administrator”.
